the Praya Reclamation Works as Assistant to Mr Bowdler, applied for and, having made satisfactory arrangements for the performance of his duties, was granted 6 weeks vacation leave in order, as he said, to join a party of friends to visit the interior of the neighbouring province
Shortly afterwards a local Firm of Architects, Messrs Danby, Leigh and Orange, all of whom having at one time been in the Government employ, and are more or less acquainted with the rules of the Service, wrote to Government saying that they were credibly informed that Mr. Boulton's excursion into the interior was in connection with the proposed Canton and Kowloon Railway, and taking exception to his being allowed to undertake private work.
